About this role

We are seeking an experienced Programme Manager to lead Elkanna's community early intervention services with clarity, compassion, and robust governance.

The successful candidate will be responsible for delivery quality, tender readiness, staff leadership, safeguarding oversight, and partnership with the HSE and local services.

Key responsibilities

  • Lead the operational management, quality assurance, and outcome reporting of Elkanna's programmes.
  • Ensure programme planning, safeguarding, risk management, and incident response are effective and well documented.
  • Recruit, supervise, and develop team members to deliver consistent, high-quality programmes.
  • Maintain readiness for HSE audits, tender reviews, and partner reporting cycles.
  • Build constructive relationships with the HSE, schools, GPs, public health nurses, Tusla Education Support Services, and partner agencies.

What we're looking for

  • Professional qualification in Public Health, Health Promotion, Social Care, Nursing, Psychology, or a related field.
  • Substantial experience managing community health, education, or family programmes.
  • Working knowledge of Irish safeguarding, Children First, and HSE outcome frameworks.
  • Proven leadership, governance, report writing, supervision, and risk management capability.
  • Ability to hold accountability while building a warm, supportive culture for staff and families.

Desirable experience

  • Previous experience as a service manager, programme lead, or registered manager.
  • Management qualification or active progression toward one.
  • Experience preparing HSE tenders, CAWT PEACEPLUS bids, or public health commissioning.
